Community plans are important for the future of Maui because they are a part of the County general plan, which regulates decision-making with regard to issues such as land use planning, water resources, transportation, and affordable housing. Citizens participate in the planning process and express their vision through these plans because they care about the future of their communities. In order to implement that vision, community plans and all parts of the general plan need to be written with specific language that is enforceable.
